We know two people attacked Minako, right? And that Yasusada wasn't involved. So that means it's a team of two out there who got together to murder her. What we should be looking for is a team of two who trust each other enough to work together to murder someone else.
. . . I can think of a few pairs that fit that description. But what about a pair that's brought together by the mechanics of the camp, and not their bonds with each other?
That's possible too, yeah. Luckily, we can narrow down the search a bit, since the footprints only five like five people. One of whom is me, and I can say with certainty it wasn't me.
We can also eliminate groups where we know the non-small-foot-person's power, since the other person has to have a transformation power.
My thought was, maybe Flayn and someone else? Since Dimitri seemed to think something was off about her at the trial.

Why would Flayn kill anyone? And who would she even be working with? We know the footprints from the week Shinobu killed Yu were faked, so. . . maybe those were, too?
I think the bigger set were faked. That's why they didn't look close to anyone in camp.
But it might not be Flayn, yeah. It could be Lili or Escha too. And with Lili, she's got an obvious helper: her boyfriend. ...and actually, thinking about it now, their effect couldn't be verified, yeah?
